Dr. Dalbir Bharti is a former IPS officer of 1987 batch of Maharashtra cadre. After taking voluntary retirement as IGP in November 2011 he worked with a big Corporate House in Mumbai for two and half years as Consultant/Group President.  Presently he is Gurgaon based Legal Consultant and active in socio-political field.

He was born on 14 April 1960 in village Banmandori, district Fatehabad of Haryana State in India. As he was married on 25 June 1975 and needed a job after matriculation,  he obtained Diploma in English Stenography from govt ITI Nathusari-Chopta in Sirsa District of Haryana and stood first in the Institute. He joined State Bank of India in March 1980 in the clerical cadre and while working in the bank he did his B.A from Panjab University, Chandigarh and M.A. (Political Science) from Kurukshetra University, Kurukshetra as a private candidate.

On the basis of the Civil Services Examination conducted by Union Public Service Commission, he was selected for the Indian Police Service (IPS) in 1987. While being in the IPS, he did LL.B. from Dr. Babasaheb Ambedkar Marathwada University, Aurangabad, securing first position in the University. Subsequently, he did Ph.D from University of Mumbai on “The Constitution of India and Criminal Justice Administration” in 2001.

He founded Bharti Education & Development Society (Regd) Delhi in 1993 to help the poor and needy students. The Society runs Libraries at many places and organises various educational activities. He is the Chairman of Vision India Research Centre established in 2016 under the Society.

 He has authored 5 books on the Constitution, Police, Law and Social Harmony subjects and one of his books has been awarded Pt. Govind Vallabh Pant Purashkar  by the Government of India.
